Baby Wipes Guide: What to Look For

How to read a wipe label, what the substrate and the formula each do, and which claims are worth anything.

Most baby wipes packs look the same from the front. Turn one over and the back tells a different story. One pack lists four ingredients you can pronounce. The next has a paragraph of preservatives, fragrance compounds, and chemical names that mean nothing to most parents.

That difference matters. A wipe makes contact with a baby's skin six to ten times a day in the first weeks, and infant skin is thinner and more permeable than adult skin. The ingredient list is doing real work.

If you've ever stood in the supermarket aisle holding two packs and reading both backs to work out which one is the right call, you're not alone. This is what to look for in baby wipes, in plain language.

What baby wipes actually are

A baby wipe has two parts: a fabric (the cloth itself) and a solution (the liquid the cloth is wet with).

The fabric is a nonwoven material. It can be made from plant-based fibres like viscose, lyocell, cotton, or bamboo, all of which are forms of cellulose. It can also be made from synthetic fibres like polypropylene, polyester, or polyethylene terephthalate. Some wipes blend both.

Cellulose fibres can biodegrade under the right composting conditions. Synthetic fibres are plastics and don't break down on the same timeframe.

The solution is mostly water, usually somewhere between 95 and 99 per cent. The rest is a small mix of:

  • humectants, like glycerin or propylene glycol, which keep the cloth moist
  • mild surfactants, which lift soiling off the skin
  • pH buffers, which keep the solution close to the natural acid mantle of skin
  • preservatives, which stop the pack growing mould and bacteria once it's opened
  • sometimes added botanical extracts (aloe, chamomile, calendula) or skin-conditioning agents

In Australia, baby wipes are regulated as cosmetic products, not therapeutic goods, provided they make no therapeutic claim. The chemical safety of the ingredients sits with AICIS (the Australian Industrial Chemicals Introduction Scheme) and the labelling rules sit under the Consumer Goods (Cosmetics) Information Standard 2020, which requires every ingredient above 1 per cent to be listed in descending order using its INCI name. That's why the back of a baby wipes pack is often densely worded.

Two practical implications. First, "wipes" isn't one product category. Two wipes in the same supermarket aisle can have radically different ingredient profiles.

Second, the back of the pack carries the information that matters. The front carries the marketing.

What to look for (the checklist)

When you turn a baby wipes pack over, four things are worth checking: a short ingredient list, no added fragrance, no alcohol, and a preservative system that is not methylisothiazolinone or methylchloroisothiazolinone. A pH that sits in the natural acid mantle range for infant skin, broadly 4.5 to 5.5, and a sensitive-skin testing certification both add confidence.

That's the whole answer for routine use on healthy skin. The detail behind each item matters too.

A short ingredient list. A wipe formulated for sensitive baby skin doesn't need many ingredients. Water, a humectant, a mild surfactant, a pH buffer, a preservative, and that's most of it. If the list is long, the question to ask is what the extra ingredients are doing.

Fragrance-free. Fragrance compounds are common contact sensitisers. Australian authorities, including Pregnancy, Birth and Baby and the Better Health Channel, consistently advise fragrance-free wipes for routine baby use, and water and cotton wool during an active rash. "Unscented" can sometimes mean a masking fragrance has been added; "fragrance-free" is the cleaner claim.

Alcohol-free. Denatured alcohol, ethanol, and isopropyl alcohol can sting broken or irritated skin and dry the skin barrier. Australian sources advise avoiding wet wipes that contain alcohol.

No methylisothiazolinone or methylchloroisothiazolinone. These are a class of preservatives often shortened to MI and MCI. The Australian dermatology research record on this is uncomfortable reading, and the next section gets into why.

A worked example helps. A short fragrance-free wipe label might read, in INCI order: aqua (water), glycerin, decyl glucoside, citric acid, sodium benzoate, potassium sorbate. That is a humectant, a mild plant-derived surfactant, a pH adjuster, and two food-grade preservatives. Six ingredients.

A pack with twenty entries on the back, several of them fragrance compounds and a methylisothiazolinone preservative, is doing something different.

A first sweep of any pack takes about thirty seconds. Read the front, turn the pack over, run your eye down the INCI list. The points above are the filters that catch most of what matters.

Ingredients worth avoiding on sensitive baby skin

A handful of ingredients show up repeatedly in the contact-dermatitis literature for babies and young children. Awareness of them is more useful than a fear of "chemicals" generally.

Methylisothiazolinone (MI) and methylchloroisothiazolinone (MCI). These started showing up in baby wipes through the 2000s and 2010s as broad-spectrum preservatives.

The Australian benchmark study, published by Cahill, Toholka, and Nixon in the Medical Journal of Australia in 2014, documented a sharp rise in MI sensitisation in patients tested at the Skin and Cancer Foundation Inc Occupational Dermatology Clinic in Melbourne. Positive patch-test rates climbed from 3.5 per cent in 2011 to over 11 per cent by late 2013. A US case series of six children with allergic contact dermatitis to MI in wet wipes, published by Chang and Nakrani in Pediatrics the same year, accelerated industry reformulation globally.

Numbers like that are why the European Union has restricted MI in leave-on cosmetics, and why most Australian manufacturers have quietly reformulated. The regulatory environment here is looser than the EU's, but market pressure has done a fair bit of the work. The Australasian College of Dermatologists and Melbourne's Occupational Dermatology Clinic both name methylisothiazolinone as a wipe preservative to avoid.

Worth adding while we're on preservatives. Effectiveness is checked through what's called a preservative efficacy challenge, a deliberate lab contamination test that watches the preservative system over time. A wipe that lists no preservative at all is either using a self-preserving formula or skipping a step the science says shouldn't be skipped.

Fragrance or parfum. A single fragrance entry on an INCI list can represent dozens of individual fragrance compounds, several of which are documented sensitisers. For a baby with eczema-prone skin, fragrance is one of the more common avoidable triggers. The standing Australian advice for routine wipe use is fragrance-free.

Alcohol (ethanol, isopropyl, denatured). Alcohol on broken nappy-area skin is uncomfortable for the baby and disruptive to a barrier that's already working hard. Better Health Channel and Tresillian both flag alcohol-containing wipes as factors that aggravate rash.

Benzalkonium chloride. A quaternary ammonium antimicrobial that has appeared in nappy-area wipes and can drive contact dermatitis in some babies. Less common than it was, but worth knowing about.

Essential oils on eczema-prone skin. Lavender, tea tree, eucalyptus, and chamomile are plants, but plant origin isn't the same as gentle. Each is a recognised potential contact sensitiser, and the risk goes up on already-irritated skin.

Fragrance is on a wipe to make the wipe smell nice in the bin and on the change mat. That's not a function the baby benefits from. On healthy skin, fragrance-free is the simpler call. On eczema-prone skin or during a rash, fragrance-free is the safer call.

Water wipes versus cleansing wipes

"Water wipes" sit at one end of the wipe spectrum. They typically contain 99 per cent purified water plus a small amount of a mild fruit-derived preservative, and they market themselves on minimalism. "Cleansing wipes" sit at the other end, with surfactants, humectants, and sometimes botanical actives.

Both can be appropriate. Both can be inappropriate. The deciding factor is what the wipe is being used for.

For routine nappy changes on healthy skin, the peer-reviewed evidence does not support a strong preference for water-only wipes over a well-formulated cleansing wipe. The largest investigator-led trial, an assessor-blinded equivalence study published in BMC Pediatrics in 2012 by Lavender and colleagues, compared a fragrance-free baby wipe against water and cotton wool in 280 newborn babies and found no significant difference in skin hydration over four weeks. The trial had industry funding, which the authors disclosed; it remains the methodologically strongest comparison in the literature.

For an active nappy rash, the Australian clinical position is clearer. The Royal Children's Hospital Melbourne advises that wipes can be very irritating during active nappy rash and should not be used. The Australasian College of Dermatologists puts it more bluntly, noting that wet wipes are convenient but expensive and can cause contact dermatitis, and are best avoided during a rash. The recommended alternative is lukewarm water on cotton wool or a soft cloth.

The honest practical version is this. Wipes aren't the enemy. A water-only wipe isn't automatically safer than a fragrance-free, alcohol-free, MI-free cleansing wipe. The marketing aisle would have you believe one is virtuous and the other is suspect.

The evidence is more even-handed than the marketing. During an active rash, both wipe types should give way to lukewarm water and a soft cloth for a few days. Once the skin has settled, either kind of well-formulated wipe is fine for daily use. A rash with blisters, crusts or pus, or a baby who seems unwell, is not a wipe question: those signs are listed under When to get help at the end of this guide.

The biodegradability conversation

"Biodegradable" is one of the most misused words in the baby wipes aisle. The ACCC has flagged greenwashing as a priority enforcement area, and wipes claims sit in the middle of it.

A wipe substrate made from plant fibre (viscose, lyocell, cotton, bamboo) can biodegrade under specific conditions. Whether it does so depends on which standard the claim is anchored to and which disposal pathway the wipe ends up in.

Australian Standard 4736 covers industrial composting (90 per cent breakdown within 180 days, in a managed facility at 55 to 70 degrees Celsius). Australian Standard 5810 covers home composting at lower temperatures over a longer cycle. AS/NZS 5328:2022 covers flushability. Each standard tests for different things, and a product certified to one isn't certified to the others.

The disposal reality for most Australian households is general waste. Household compost bins don't reach the temperatures needed for AS 4736 breakdown. Council FOGO (food organics, garden organics) systems usually exclude soiled wipes regardless of substrate, because preservative residues and soiling complicate the compost stream.

The Australasian Recycling Label is one way Australian brands signal a verified disposal pathway. "Biodegradable" on its own, with no standard, no certifier, and no disposal qualifier, is exactly the kind of claim the ACCC's December 2023 environmental claims guidance flags as risky.

The short version: read the small print. A pack that says "biodegradable" without telling you under what conditions, to what standard, in what timeframe, isn't telling you very much. The honest version of the claim names the standard, the certifier, the licence number, and the bin the wipe should end up in.

Tests and certifications worth paying attention to

Certifications and test reports crowd a lot of baby wipes packs, and they don't all do the same job. The cleanest way to read them is to separate two questions: is this a certification, with a defined protocol behind it, or is it a test result from an accredited laboratory?

Certifications

Dermatest® Sensitive Skin. Issued by Dermatest® GmbH, a German dermatological testing institute. The study behind it combines a patch test on adult volunteers with sensitive skin and a supervised in-use test, and the certificate is granted when the product is well tolerated. The certificate names two seals the product may then display, the Sensitive Skin Seal and the Skin-friendly Material Seal.

What it verifies: the tested product was tolerated by sensitive-skin volunteers under controlled conditions. What it doesn't verify: safety for an individual baby with eczema, broader therapeutic benefit, or a guarantee against an allergic reaction in any given user.

Safe Cosmetics Australia (SCA) issues a number of scheme certifications, with named schemes covering allergy, low-hazard formulation, cruelty-free, and vegan-friendly status. SCA is an industry certifier rather than a government regulator, and its certifications are commercially meaningful but not equivalent to a regulatory safety endorsement. Its scheme scope is defined product by product, so a certification held for one product line does not automatically extend to another.

Independent test results

These aren't certifications in the same sense. They are tests an accredited third-party laboratory has run, with a written report behind them. The value sits in two places: what the test measured, and the credentials of the lab that ran it.

PFAS testing, what it verifies. PFAS, often called the forever chemicals, aren't usually added to baby wipes, but they can show up as contamination from manufacturing equipment or packaging. A PFAS claim that's anchored to a third-party lab report, in the form tested for PFAS and none detected, means the lab screened the product for a defined list of PFAS and found none above its limit of detection. What it doesn't verify: PFAS outside that list or below that limit, other contaminants, broader product safety or environmental performance.

No chlorine bleach, what it verifies. A total-chlorine test measures how much chlorine is in the material. It can't show how the fibre was bleached: a no-chlorine-bleach claim rests on the manufacturer's process records. Conventional elemental-chlorine bleaching can leave dioxin by-products, and processing without it avoids that pathway. Like the PFAS test, the scope is narrow and specific to that one question.

ABA Seedling and the Australasian Recycling Label are pathway-specific environmental labels rather than safety credentials, and they belong in their own category again.

The general rule: a certification or test report tells you something, but only the thing it tested. Read the suffix. The Sensitive Skin Seal is about skin tolerability. PFAS testing tested for PFAS. Neither covers everything else.

Practical use beyond the nappy area

Most baby wipes sold for nappy use will end up wiping faces, hands, change mats, high chairs, and a surprising number of dashboards. That's fair enough; a wipe is a wipe. A few practical points are worth keeping in mind.

For face and hands, a fragrance-free, alcohol-free wipe is the same answer as for the nappy area. Babies are inclined to wipe their faces with their hands and put their hands in their mouths, so anything on the wipe will be ingested in trace amounts.

For travel, smaller pack formats earn their keep in a nappy bag. They aren't a different formulation; they are the same wipe in a more portable pack.

Disposal is where most of the confusion lives. The Australian default for used wipes is general waste. Used wipes don't belong in the toilet, regardless of any claim on the pack about flushability.

The Water Services Association of Australia estimates that wet wipes cost Australian water utilities tens of millions of dollars per year in blockages and pump damage. Sydney Water alone removes hundreds of tonnes of wet wipes from its network each year.

The three-Ps rule from WSAA is the simple version: only pee, poo, and toilet paper go down the toilet. Used wipes also don't belong in the FOGO bin in most council areas. General waste is the default.

The simple version

A useful baby wipe isn't a mysterious thing. Most of what matters can be checked in thirty seconds on the back of a pack. Fragrance-free. Alcohol-free. Preservatives that aren't methylisothiazolinone or methylchloroisothiazolinone. Short ingredient list. A certification with a meaningful scope.

The marketing aisle will offer a lot of words that don't mean as much as they sound like they do. "Natural" isn't defined under Australian law. "Chemical-free" is scientifically meaningless.

"Hypoallergenic" isn't a regulated term in Australia and can't be substantiated in the general case. None of those words are a substitute for the back of the pack.

If a wipe causes redness, stinging, or worsening rash on your baby, stop using it. If a rash doesn't settle within a few days of going back to lukewarm water and a soft cloth, see your GP. Some rashes aren't a reaction to a wipe at all, and the signs below need a doctor sooner. The answers most parents need are usually somewhere between marketing copy and emergency medicine.

When to get help: 000, hospital or GP

Some signs need an ambulance or the emergency department straight away. Some need a doctor as soon as possible, and some a GP today. Others are worth a GP visit this week. If you're not sure which group your baby fits, treat it as the more urgent one, and call 000 if your baby seems very unwell.

Call 000 or go straight to the emergency department

  • A baby who seems very unwell, whatever the skin is doing. Floppy, drowsy, quieter than usual or hard to wake, not feeding or fewer wet nappies, irritable and you can't comfort them, a weak, high-pitched or unusual cry, trouble breathing, grunting, fast breathing or pauses in breathing, or a seizure. Call 000 too if you feel something is seriously wrong.
  • Colour. Blue or grey lips, tongue or face, a baby who suddenly turns pale, blue or grey, or skin on the body that looks pale, blotchy, grey or blue. Don't wait to see whether warming helps, and don't wait for other symptoms. In babies with darker skin the change can look grey or white rather than blue, so check the lips, tongue and nail beds.
  • Fever with a danger sign. A fever and your baby is drowsy or hard to wake, is having trouble breathing, has a stiff neck, has a seizure, looks blue or very pale, or has a rash that does not fade when you press on it.
  • A rash that doesn't fade and is spreading. Spots that stay visible when you press the side of a clear drinking glass firmly against them, and that are spreading, or that come with a fever or any sign above. In a baby under three months, spots like this that look like purple bruises are a 000 call too.

Go to the emergency department now

  • Blisters under three months. Blisters, or a cluster of small fluid-filled spots, in the nappy area or anywhere else, in a baby under three months. Go straight away, not at the next GP appointment.
  • Blisters or sores on eczema, at any age. If your baby has eczema and gets a cluster of small blisters or punched-out sores, especially with a fever, go to the emergency department straight away. Do not wait for a GP appointment. If your baby is floppy, drowsy, hard to wake or seems very unwell, call 000. Don't let anyone with a cold sore kiss your baby.
  • A rash that doesn't fade, under three months. A rash that does not fade when you press the side of a clear drinking glass firmly against it, in a baby under three months, even if they have no fever and seem well. Do not wait for a GP appointment.
  • Purple, bruise-like spots, three months or older. A rash that doesn't fade under a pressed glass and looks like purple bruises, in a baby three months or older who seems well. Go to the emergency department straight away.
  • Fever under three months. A fever of 38°C or higher in a baby under 3 months, even if they seem otherwise well. For a baby this young, take the temperature under the arm with a digital thermometer.

See a doctor as soon as possible

  • The same day, not a routine booking. A rash that doesn't fade under a pressed glass in a baby three months or older who is well, has no fever, and whose rash doesn't look like bruises. A fever with a new rash in a baby three months or older. If no GP can see your baby within hours, go to the emergency department.

See a GP today

  • Skin that may be infected. Honey-coloured crusts, pus, weeping, bleeding or open sores in the nappy area. A same-day GP or after-hours GP visit.

Book a GP visit this week

  • A rash that isn't settling. A rash that hasn't settled within a few days of lukewarm water and a soft cloth. Bright red skin that runs into the creases, with small separate spots around the edge, can be thrush rather than a reaction to wipes, and it needs different care.
