Biodegradable Baby Wipes: What the Label Actually Means

Most "biodegradable baby wipes" claims on Australian shelves are partly true at best. The substrate might break down in the right conditions. The packaging usually doesn't. And in a household landfill bin, very little of any wet wipe actually breaks down at all.

That isn't a marketing line. It's the gap between what biodegradation means as a chemistry word and what actually happens once a used wipe leaves your house.

The standards exist. They're well written. What's missing on most packets is the bit that explains under what conditions, and over what time, a claim actually holds.

Australian Consumer Law has tightened on this in recent years. The ACCC issued specific greenwashing guidance in late 2023, and it has taken court action over misleading "flushable" wet-wipe claims, winning a $700,000 penalty in one 2018 case and losing a second, closely watched flushability case. Parents have got smarter about it too. A claim that doesn't say where, how long, or under what conditions isn't really a claim.

Here's a plain-language guide to what's behind the word "biodegradable" on a baby wipe packet, what the Australian regulators have to say about it, and how to read the back of a pack with a clear head.

The short, honest answer about biodegradable baby wipes

Are baby wipes biodegradable? The substrate can be biodegradable in the right conditions, depending on the fibre. The whole product, including packaging, usually isn't. In a typical Australian landfill bin the process is so slow it stops being a useful word, so the default disposal pathway for a used baby wipe is general waste.

That's the short answer. The longer one matters because different packets mean different things by the same word. The label "biodegradable" doesn't have a single fixed meaning under Australian law. Whether the wipe in your hand actually breaks down depends on what it's made of, where it ends up, and how long you're willing to wait.

One distinction is worth carrying to the shelf. A biodegradability test is run on a clean sheet of the cloth, prepared under controlled conditions. The thing you actually put in the bin is that sheet plus the lotion plus urine and faeces, folded in on itself. None of that was in the test, so the useful question is not "is this biodegradable" but "what was tested, and was it the thing I am going to throw away".

What "biodegradable" actually means

Biodegradation is a chemistry process. Microbes break a material down into water, carbon dioxide, and biomass. The process needs oxygen, moisture, the right temperature, and the right microbes. Take any of those away and the process slows or stops.

That's why the labels need to specify conditions. Biodegradation in an industrial composting facility is one set of conditions. Biodegradation in a backyard compost bin is another. Biodegradation in landfill is another again, and not a useful one for most products.

Australian landfill is mostly anaerobic. It is oxygen-poor and cold by composting standards. Even materials that compost well in the right setup move very slowly inside a buried bin liner, so most used wipes and nappies sent to landfill in Australia do not meaningfully biodegrade there.

The standards governing compostability claims are clear about the difference. AS 4736-2006 covers industrial composting in Australia. AS 5810-2010 covers home composting. Both are currently listed as pending revision, so anything written against them, this article included, is worth dating. Some imported packs quote the European industrial standard EN 13432 instead. That is not an Australian compostability claim: the Australasian Bioplastics Association states that no European Standard is equivalent to AS 4736 or AS 5810.

They set different thresholds because the conditions are different. A wipe certified for industrial composting may not break down in your council green bin or your backyard compost.

Bottom line: the word on its own isn't the claim. The standard, the conditions, the timeframe, and the disposal pathway are the claim. The word is just the headline.

What baby wipes are made from

A baby wipe is two things in one: a fabric and a solution. The fabric is the bit you wipe with. The solution is what it's wet with. Whether a wipe biodegrades depends mostly on the fabric.

Three substrate categories cover most of the Australian market.

  • Plant-fibre substrates. Wood-pulp fibres like viscose, lyocell (Tencel), bamboo-derived viscose, and cotton. These are cellulose-based and will biodegrade under the right conditions. They don't shed plastic.

  • Synthetic substrates. Polyester, polypropylene, polyethylene terephthalate. These are plastic. They don't biodegrade in any meaningful timeframe, and they shed microplastic fibres into wastewater.

  • Blended substrates. Cellulose mixed with synthetic binders for wet strength. The cellulose part will biodegrade. The synthetic part won't.

A pack labelled "bamboo wipes" or "plant-based wipes" usually points to the substrate fibre. That's a real material distinction and worth knowing about. It still doesn't tell you where to put the used wipe. Disposal is a separate question, and for almost all wipes in Australia the answer is the same.

The packaging question

Even when the wipe substrate is plant-based and would biodegrade in the right conditions, the packaging usually doesn't. Most Australian wipe packs are soft plastic film. Soft plastic recycling has been rebuilding in this country since REDcycle collapsed in late 2022, and most council kerbside services don't take it.

If a brand says "biodegradable" but the soft-plastic pack itself isn't, the whole-product claim is overstated. A useful sustainability claim breaks the product into parts: substrate, solution, primary pack, outer carton. It addresses each separately.

Outer cartons are usually corrugated cardboard and kerbside-recyclable. Primary packs are usually general waste.

The Australasian Recycling Label (ARL), administered by the Australian Packaging Covenant Organisation, tells you what to do with each component on a properly labelled pack. If the pack carries the ARL, follow the symbols. If it doesn't, soft plastic goes in general waste and cardboard in recycling.

ACCC and the Australian regulatory landscape

Environmental claims in Australia fall under the Australian Consumer Law. Misleading or unsubstantiated claims can lead to penalties. In December 2023 the ACCC published a specific greenwashing guide, Making environmental claims: a guide for business, setting out the principles a claim has to meet. Claims must be truthful, evidence-backed, qualified by conditions, and clear in language.

There's enforcement history behind the guide, and it does not all run one way. In 2018 the Federal Court ordered combined penalties of $700,000 over misleading "flushable" claims on wet wipes. A second flushability case went the other way: the ACCC lost at first instance in 2019, and lost again when its appeal was dismissed in 2020.

The record is mixed, and that is worth knowing. Regulators do not win every environmental-claim case, and a claim that survives court is not the same as a claim that tells you something useful. What the litigation did do was push industry practice toward the standard that became AS/NZS 5328:2022. An ACCC sweep of 247 company websites in late 2022 found 57 per cent were making concerning claims about their environmental credentials.

For wipes specifically, here's how this lands. Any "biodegradable", "compostable", "flushable", "PFAS-free", or "plant-based" claim has to be specific, qualified, time-framed, and backed by evidence the brand can actually produce. "Eco-friendly" and "green" on their own are the highest-risk words. They almost never carry the supporting detail the law expects, and most parents have stopped finding them persuasive anyway.

The international standard behind self-declared claims of this kind is ISO 14021, and the edition matters: ISO 14021:2016 was withdrawn on 24 June 2026 and replaced by ISO 14021:2026, which separates biodegradable from degradable and adds new treatment of "free of" claims.

How to read a sustainability claim on a baby wipes packet

The back of a wipes pack is harder to read than it should be. That's the marketing's fault, not yours.

Five questions to ask of any biodegradability or compostability claim on a wipes pack.

  • Under what conditions? Industrial compost, home compost, or landfill? The conditions change the answer.

  • What standard? AS 4736 is the Australian industrial one and AS 5810 is the Australian home one. EN 13432 is European and is not equivalent to either. A pack quoting a standard with a verifiable licence number is more credible than a pack using the word as a vibe.

  • What percentage and what timeframe? "90% biodegradation in 180 days under controlled industrial composting conditions" is a real claim. "Biodegradable" on its own isn't.

  • What part of the product? The substrate, the solution, the primary packaging, the outer carton? A pack that breaks the claim down by component is being honest. A pack that says "biodegradable" without specifying isn't.

  • What's the disposal pathway in Australia? If the claim only holds in industrial composting and your council doesn't accept wipes in green bins, the practical disposal is still general waste.

If a pack can't answer those questions, treat the claim with caution. A lot of "biodegradable" labelling on the Australian market is technically true under specific lab conditions and practically meaningless once the wipe is in a bin.

Practical disposal in Australian conditions

Until the Australian Standards on the pack tell you otherwise, used baby wipes go in the general waste bin. Not the toilet, regardless of what the front of the pack says. Not the recycling bin. Not the FOGO or green-waste bin in most council areas.

The only three things that should ever go down an Australian toilet are the three Ps: pee, poo, and toilet paper. Australian water utilities treat wet wipes as a major cause of blockages in household drain lines and municipal sewers, which is the problem AS/NZS 5328 was written to address.

If a wipe pack carries the official Flushable label against AS/NZS 5328:2022, it will say so clearly. The labelling scheme is voluntary, so assume anything without that label is not flushable. That rule applies to wipes labelled flushable, biodegradable, compostable, plant-based, all of them. The default for a used wipe in Australia is general waste.

Common questions

Are baby wipes biodegradable?

The substrate can be, in the right conditions, depending on what it's made of. Plant-fibre wipes (viscose, cotton, bamboo-derived viscose) will break down in the right composting environment. Synthetic-fibre wipes (polyester, polypropylene) won't. The packaging usually isn't biodegradable.

How long does it take for a "biodegradable" wipe to break down?

It depends entirely on the conditions. Under controlled industrial composting to AS 4736, about 180 days for 90% biodegradation. Imported packs sometimes quote the European EN 13432 instead, which is a different standard and not an Australian compostability claim. In a home compost bin (AS 5810), up to 12 months and only with the right temperature, moisture, and turnover.

In landfill, much longer than either, sometimes years. The labelling has to specify the standard for the timeframe to mean anything.

Can I flush biodegradable baby wipes?

No. Biodegradability and flushability are different properties. A wipe can be certified to biodegrade in industrial compost and still clog plumbing because it doesn't disintegrate fast enough in cold water under flow. Unless the pack carries the official Flushable label against AS/NZS 5328:2022, used wipes go in the bin.

Are bamboo baby wipes better for the environment?

They can be, depending on the rest of the supply chain. Bamboo-derived viscose is plant-based cellulose. It will biodegrade in the right conditions and doesn't shed microplastic fibres. Bamboo generally needs less water and fewer pesticides to grow than cotton, though turning the fibre into viscose is chemically intensive, so the growing stage is only part of the picture.

The packaging, the chemical solution, the manufacturing energy, and the disposal pathway all still matter. The substrate is one input. The full picture is bigger than any single claim.

Can I put compostable baby wipes in my green bin?

In most Australian council areas, no. FOGO (food organics, garden organics) bin guidelines are set locally, and most councils don't accept wipes used or unused. Wipe residues, preservatives, and processing aids complicate FOGO compliance.

Check your council's accepted-inputs list. Default is general waste.

What does the Seedling logo on a wipes pack mean?

The Australasian Bioplastics Association's Seedling logo certifies a product is industrially compostable to AS 4736. It comes with a verifiable licence number, and the licence register is public. It does not mean the product is home-compostable, flushable, or compostable in your council's green bin without the council's specific say-so.
